Air Quality State Implementation Plans; Approvals and Promulgations: Maryland; Reasonably Available Control Technology for Municipal Waste Combustors

The South Baltimore Community Land Trust and Earthjustice oppose the proposed Maryland State Implementation Plan (SIP) because they argue the proposed nitrogen oxides (NOx) limits are higher than what is technically achievable with reasonably available control technology (RACT). They request that the EPA issue a limited disapproval and direct Maryland to establish stricter NOx limits of 110 ppmvd on a 24-hour average and 105 ppmvd on a 30-day average.
