Dear Members of the Commission, I am writing on behalf of 360 Systems Security, a premier security integrator and installer based in Lawrenceville, GA. We have been working with Hikvision products for 10 years, serving a diverse client base of approximately 250 customers across the region, including small businesses, critical infrastructure, and residential communities. I am writing in response to PS Docket No. 26-72, regarding the proposed prohibition on the importation and marketing of previously authorized covered communications equipment. At 360 Systems Security, our mission is to provide comprehensive, "all-around" protection for our clients. We are deeply concerned that this proposed action would create significant security gaps for the communities we serve and place an undue burden on our business operations. 1. Financial Impact 360 Systems Security currently holds approximately $50,000 in Hikvision inventory. These products represent 40% of our annual revenue. A sudden prohibition on marketing would result in significant, unrecoverable financial losses, directly threatening the long-term viability of our firm. 2. Supply Chain Disruption Providing a "360-degree" security solution requires meticulous system design. Transitioning to alternative equipment would require 18 months and significant investment in new procurement relationships, staff training, and technical redesign. During this transition, our customers—particularly small businesses—would face delays and cost increases they simply cannot absorb. 3. Aftermarket Obligations and Safety We currently support approximately 2500 installed Hikvision devices across 200 client sites. For 360 Systems Security to maintain the integrity of these systems, continued access to replacement parts and technical support is vital. Without it, these installations face degraded performance, impacting the safety of the facilities we are sworn to protect. 4. Existing Commitments We currently have 12 active contracts that specify Hikvision equipment. An immediate prohibition would disrupt these ongoing projects, expose 360 Systems Security to significant contractual liabilities, and leave our end-users vulnerable during the transition. We respectfully urge the Commission to consider the real-world economic and safety consequences of this action. At a minimum, we request that the Commission allow the continued sale of existing inventory, provide an adequate transition period, and ensure that aftermarket support remains available for the devices already in use.
