What specific, binding rules will OPM enforce to prevent supervisors from using early promotions to favor friends, family, or personal favorites? 2. How does OPM plan to audit agencies to catch instances of improper pre-selection and subjective early promotions? 3. What clear appeal rights or grievance mechanisms will be available to employees who are passed over for early promotion in favor of a less-qualified, fast-tracked peer? Because of the importance of selecting and promoting qualified candidate is essential to the functioning of government, would OPM delay the effective date of this rule for at least 12–24 months so agencies can update their internal Merit Promotion Plans and establish objective review boards before any early promotions take place?
