Elimination of time in grade will harm meritocracy and allow the most scheming hiring managers to promote their friends over those with better qualifications. OPM 2026-0067 RIN 3206 AP05 should be eliminated in its entirety. (I'm a federal worker, but not speaking for my employer.)
