As a current federal employee, I support the proposed elimination of time-in-grade requirements for advancement.
In my experience, time-in-grade restrictions often delay the promotion of highly qualified and motivated employees who are ready to take on greater responsibility. Removing these requirements would allow agencies to recognize and reward merit and performance, rather than simply the amount of time spent in a particular grade.
