I support this proposed rule because I believe promotions should be based mainly on a person's qualifications, skills, and job performance instead of the amount of time they have spent in one position. Removing the time-in-grade requirement could give agencies more flexibility to hire and promote the best candidates while reducing unnecessary delays. At the same time, I encourage OPM to continue using fair and transparent selection standards so that all employees have equal opportunities for promotion. Overall, I think this proposal is a practical way to improve the federal hiring and promotion process.
