This is the feds way of buying back rural votes due to a failed tariff strategy. No surprise that Doug Burgum from North Dakota is likely involved here.
This does not take into account rural wetlands providing environmental benefits - clean water, filters for farm runoff. This is natures way of restoring the water table!
If anything, we need more wetlands - look at the cancer rate - the highest is people in the PPR.
