I think it should be measured from the outside of the wetlands vegetation or water which ever goes out the farthest. It seems the water levels keep getting lower and lower and the less water that is around the less it rains because there isn't as much water around to evaporate, so in the long run it hurt everyone and not just the duck hunters. Wer talking about the crops and everything that needs water to grow.
