Implementing such a list would be a dangerous violation of American rights to health information privacy. As an American, I believe that I should be able to make healthcare decisions with my doctor that work best for me, without unqualified governmental bodies trying to get involved in my medical decisions. Besides the blatant transphobia at play here (rendering trans women unable to easily access estrogen hormonal treatment to improve their quality of life), it puts other low estrogen people at risk as well, such as women going through menopause, those who need birth control, and other medical disorders. This is a ridiculous and dangerous proposal.
