Comment regarding EPA-R05-OW-2025-2730. It is stated the leachate will be conveyed from the ponds to the wellheads via buried pipelines. Question / Concern- will the pipeline transfer have groundwater barrier in the event of pipeline leak? What measurable metrics are used to determine if buried pipeline has a leak? Isolation valves at pre well head and post pump could be used to check / test for Pressure drop. Pressurize transfer pipeline between isolation valves and then static test over given time period. If pressure holds no leak, however if pressure drops it would indicate leak in transfer piping.
