Summary: A local gun dealer opposes the proposed rule, arguing that it will harm small shops by favoring large online retailers and removing the ability for dealers to perform face-to-face safety assessments. The commenter requests that the direct-shipping provisions for standard firearms be removed.
The proposed changes to 27 CFR 478.96 in docket ATF-2026-0266 will kill local gun shops. As a dealer, I know that my face-to-face contact with a buyer is vital. I can spot a straw purchase or someone in crisis just by talking to them. A video screen can never replace that human judgment. This rule shifts sales to big online stores, leaving small shops to vanish. While NFA transfers still require real government approval, this plan replaces that with a simple seven-day wait and an identity fee. Please strike the direct-shipping provisions for standard guns from this rule. Our communities need the safety of local dealers who actually know their customers.
