It also forces buyers to pay a seven-dollar fee for identity checks, a cost ATF admits they cannot even track or model (91 FR 25216, p. 25224). This will kill off local shops by moving sales to big online sites. Please strike the sections allowing direct shipping of standard guns from the final rule.
