Summary: An FFL (Federal Firearms Licensee) opposes the proposed changes to non-over-the-counter firearms transaction requirements. The commenter argues that the changes would hinder the detection of straw purchases, favor large retailers with significant infrastructure, and create security risks regarding delivery reliability and theft.
I am an FFL and strongly discourage the proposed changes for NOTC transaction for several reasons.
-This eliminates the ability of myself and my employees to possibly detect a straw purchase.
-This gives a distinct business advantage to larger, well estabslished retailers who have millions of dollars to put into website infrastructure.
-The delivery servies (Fedex, UPS, USPS) are notoriously unreliable and this opens all sort of issues with potential package theft, delivery to prohibited persons, etc.
Overall I strongly discourage the proposed changes.
