ATF expects a seven-dollar fee to be passed to buyers for every remote firearm sale. As a licensed dealer in Wisconsin, I see how this rule harms local shops. Brick-and-mortar stores provide safety guidance and catch red flags that a video call simply cannot. This shift toward direct shipping takes away the traffic that keeps small businesses alive. Worse, the government admits it has no real model for these identity providers (91 FR 25216, p. 25224). Buyers will pay more while small dealers lose their jobs. I do not oppose the existing NFA process, but these new rules for standard guns are wrong. Please strike the provisions for direct shipping from the final rule.
