I'm in favor of this rule change. It is very burdensome on the owner of the NFA item to ask for permission well in advance of a trip, that could potentially only be a day trip, or weekend. The current requirement to ask for approval fails to prevent crimes like illegal firearm trafficking, and fails to increase public safety.
