Summary: The commenter opposes the proposed rule changes regarding selecting biological sex on ATF forms, arguing that the requirements create unnecessary government regulation. They contend that the rule would force transgender citizens to misrepresent themselves and would unconstitutionally abridge their Second Amendment rights.
RIN 1140-AA64 The proposed rule changes to 27 CFR Parts 478, 479, 555 are unnecessary and likely to prohibit American citizens who are otherwise legally authorized to possess firearms from exercising their 2nd Amendment rights to purchase and possess firearms. The proposed rule changes are designed to create disparities between corrected State issued driver’s licenses and birth certificates for transgender American citizens, where the required information would conflict with state issued identification and require the individual to misrepresent themselves in order to exercise a constitutional right. I strongly oppose the proposed rule changes and view them as unnecessary government regulation and a targeted abridgment of the constitutional rights of a persecuted minority.
