I oppose this proposed rule because I believe it creates unnecessary legal uncertainty and could unfairly affect law-abiding Americans whose government-issued identification has already been legally updated. Federal forms should be clear, consistent, and practical to complete. If different government agencies use different definitions or requirements, people could unintentionally provide conflicting information despite making a good-faith effort to comply with the law. I am also concerned that this proposal may expose individuals to accusations of making false statements on a federal form when they have relied on valid state-issued identification and existing legal documents. Regulations should promote clarity, fairness, and equal treatment under the law, not create confusion or increase the risk of accidental noncompliance. I respectfully ask the ATF to reconsider this proposal and ensure that any final rule is legally consistent, administratively workable, and protects the rights and due process of all law-abiding citizens.
