I oppose the proposed changes to ATF Form 4473 requiring applicants to disclose their “biological sex at birth.” In my view, this change creates an unnecessary barrier for law-abiding transgender Americans seeking to exercise their Second Amendment rights. When an individual’s legal, government-issued identification reflects their current sex designation, requiring them to provide different information on a federal form introduces inconsistency where none previously existed. That discrepancy may lead to confusion during the transaction, increase the likelihood of delays or denials, and expose transgender applicants to unnecessary scrutiny or harassment despite having valid identification. At a time when many transgender people report heightened concerns about discrimination and personal safety, policies that make it more difficult for them to exercise a constitutional right deserve careful reconsideration. Government requirements should facilitate accurate identity verification without creating additional obstacles for a specific group of citizens. I respectfully urge the ATF to withdraw this proposed change and retain the current approach, which allows applicants to use information consistent with their valid, government-issued identification.
