Yes , this rule makes the most sense from a public safety standpoint. Here’s a hypothetical dilemma a “unknown sex” or “altered sex” buys a firearm commits a crime and leaves said firearm at the scene when they run the firearms serial numbers and find who it owns it but don’t know if they are a male/female therefore when public officials go to make contact it’s essentially looking for a unknown individual.
