Summary: The Maryland Department of Human Services opposes the removal of specific regulations regarding the Family Violence Option, Work Participation Rates, and the Contingency Fund, arguing that these provisions provide essential interpretive certainty and operational clarity. The Maryland Department of Human Services respectfully submits the attached public comment on the above-referenced Notice of Proposed Rulemaking, "Reducing Bureaucracy and Burden for Family Assistance Programs" (RIN 0970–AD38; Docket No. ACF–2026–0496). Our comments focus on three provisions proposed for removal — §§ 260.50 and 260.52 (Family Violence Option), §§ 261.21 and 261.23 (Work Participation Rates), and §§ 264.70 and 264.71 (Contingency Fund) — and respectfully urge ACF to retain these provisions or take clarifying action prior to finalizing the rule.
