As the owner of HyperSky Search Services in South Carolina, I respectfully ask the FCC to consider the real-world impact this proposal could have on organizations that use thermal drone technology for legitimate public benefit. Our thermal drone is not used for military applications. It is used to help locate lost pets, assist distraught families, and support search efforts in situations where time is critical. Thermal imaging allows us to search safely and efficiently during the cooler hours of the day and night, often covering terrain that would otherwise take ground teams many hours to search. Restrictions that reduce the availability of professional thermal drones or make them prohibitively expensive could significantly impact small businesses, volunteer organizations, and independent search-and-rescue operators across the country. The people most affected will ultimately be the families searching for a missing pet or loved one. I fully support efforts to protect our nation's security. However, I respectfully encourage the FCC to distinguish between military or national security concerns and the responsible civilian use of thermal drone technology for public safety, animal recovery, emergency response, agriculture, infrastructure inspection, and other beneficial commercial applications. Please consider the unintended consequences this proposal could have on the thousands of responsible FAA Part 107 remote pilots who use these tools every day to serve their communities. I urge the Commission to preserve reasonable access to professional thermal drone technology for legitimate civilian and public-service operations.
