I Pere Jarboe Veteran submit the following response to “Inspector General Hotline (Complaint Center) Records” (66VA53). aware that Comments received will be available at www.regulations.gov for public viewing, inspection, or copies. - This Veteran's view is the proposed Privacy Act, (SORN) does not harmonize with the purpose of the Hotline - rather it should be an "exempted" SORN - one may find similar ones among HHS Systems Records and Notices - I also have reservations about the authority of the IG - which has a programmatic function to publish any sort of SORN - that would be the chore of the Secretary or the Deputy Secretary. - lastly - this Hotline does not have any Privacy Impact Assessment (PIA) putting it in doubt as well. I attach a copy of some of my somewhat dated but pointed analysis of PIAs - in Department of Health and Human Services for comparison- I am happy to be of sevice.
