Suspending the de minimus exemption harms the public and is of no discernible benefit to the govt. It costs more to enforce a tariff on goods under $800 than the tariff is worth. It harms the public which is purchasing an item that is unavailable in the US or they wouldn't be buying it from overseas in the first place. It involves a large percentage of individual private sellers who are not set up to collect tariffs. It also gives a strong impression of being nothing more than a money grab from taxpayers who can least afford it.
