Practical Guidance Is Missing From a practical standpoint, an applicant reading this proposal should be able to determine exactly what information belongs in an application. I cannot reach that conclusion from the current draft. The regulation should identify the required elements of a successful submission, explain whether institutional policies must be identified, clarify whether personal experiences remain independently relevant, and describe the types of supporting evidence SBA expects to receive. The clearer the requirements, the more efficient the review process will become.
