all other agencies are excluding realtor commissions from being a seller concession. this new rule has hurt the consumer enough already by paying higher commissions on both sides. USDA is typically a first-time home buyer loan. they need the seller to pay their closing cost. why offer a 100% loan and then hurt the consumer with not allowing seller to pay the cost. in the past before the new rule the seller was already paying the entire fee. Just because now a portion is called the buyers portion, nothing has changed except verbiage so this should not further impact the consumer.
