If the retail LPG marketers are not excluded from the regulations, many marketers are likely to remove the burden and cost of these federal regulations by breaking up their existing LPG systems into segments of 9 or fewer customers, resulting in increased safety risk fom the additional tanks and their additional refillings from delivery trucks.
