I am providing comments on the Pipeline and Hazardous Materials Safety Administration Docket No. PHMSA–2021–0046 - RIN 2137–AF53 - Pipeline Safety: Safety of Gas Distribution Pipelines and Other Pipeline Safety Initiatives.
In this NOPR PHMSA requests comments on whether it should promulgate the MOC requirement described above, adopt the industry standard ASME/ANSI B31.8S for gas distribution operators, or both.
PHMSA should adopt the industry standard from ASME/ANSI B31.8S. This would provide a process for distribution operators while not requiring a separate process for those operators who are already operating transmission facilities.
