Summary: The commenter supports the Federal Employee Viewpoint Survey (FEVS) as a valuable tool for improving agency services and morale. They suggest improving the survey's accuracy and reducing respondent burden through the use of AI, analytical tools like NVIVO, and electronic submissions.
1. FEVS is currently the ONLY way employees have to have their viewpoint shared up the chain of command without fear. The practical utility of FEVs is real depending on what each unit wants to focus on. When leadership focuses on the positive outcomes instead of trying to get low numbers up, the entire process can have a positive utility and real value to improving agency services and employee morale. 2. Accuracy, validity and methodology can be improved using AI and other analytical tools such as NVIVO and other tools. 3. Focus on direct human relationships and positive data collection in order to improve employee performance and level of engagement. Provide incentives for all employees to participate will improve the quality and accuracy of data collected. 4. You can minimize the burden of the collection of information on those who are to respond by such tools as NVIVO content analysis as well as identify relevant connections to things as employee productivity, work satisfaction, and agency level of retention. Permitting electronic submissions of responses should reduce the level of workload in the burden as well.
