There are a few areas I'd like to speak to specifically:
Leave for a holiday: I believe this phrasing is correct as it says generally two hours, but does not set a hard cap. We should allow and encourage extended durations for things like Christmas Eve, major events (like death of a president), and at presidential discretion.
Fitness: We should permit and encourage use of administrative leave for items similar to the Civilian Fitness Program. Align the goals of the program to meet the Army Fitness Standards, to ensure an able bodied workforce. This would create a fit and capable population of employees. Our federal workforce is also mobilized as surge crew for FEMA, assisting in immigration efforts, and other demand based taskers. This creates a force more readied to deal with any issues that arise.
