I am submitting this comment as a private citizen, taxpayer, and someone who values an effective, professional, and nonpartisan federal civil service. I strongly oppose this proposed rule because it significantly weakens long-standing due process protections for federal employees. Those protections were not created to shield poor performers; they were established to help ensure that employment decisions are fair, objective, and based on evidence rather than political pressure or arbitrary action. Our nation depends on attracting highly qualified scientists, engineers, analysts, physicians, cybersecurity professionals, acquisition experts, and countless other skilled public servants. Many of these individuals could earn substantially higher salaries in the private sector but choose public service because they believe in the mission of serving the American people. Weakening workplace protections will make recruiting and retaining this talent substantially more difficult. A strong civil service is one of the foundations of an effective democracy. Americans deserve a workforce that can provide candid professional advice, administer laws fairly, and carry out the missions assigned by Congress regardless of which political party is in power. I am also concerned about the rhetoric surrounding these proposed changes. Federal employees should not be portrayed as adversaries or scapegoats for broader political disagreements. The overwhelming majority are hardworking public servants who keep our country functioning every day by protecting national security, processing benefits, conducting scientific research, responding to disasters, supporting veterans, ensuring aviation safety, and performing countless other essential functions. I respectfully urge OPM to withdraw this proposal and preserve the due process protections that have helped maintain a competent, professional, merit-based civil service for decades.
