This rule is so necessary, Thank you for doing this. I am a Federal employee and I am sick of Feds who have retired in place and don't pull their weight. Pretty much every fellow Fed I am friends with, or talk to, has to deal with this problem. Everyone has at least one colleague who checked out years ago but still draws a paycheck. It is highly demotivating. This rule is correct to say that it is WAY too hard to fire someone, even when they manifestly deserve it and firing them would help advance the agency mission. This rule would make the process less cumbersome. This is long overdue. Thank you! Please finalize this rule quickly.
