With one exception I think these changes are appropriate. As a supervisor for the Navy, it was exceedingly difficult to hold employees accountable. It was only with the very challenging cases where the employee was actively trying to dodge normal responsibility to do a average or better job and then used the union and the overly complicated and burdensome process to string along a final decision. It would take years to satisfy HR, the local legal office and then the Agency's legal team that all the steps were completed and no further actions were Necessary. The One Object to the changes I have concerns with are those actions impacting people with disabilities. I found this objectionable.
