Capping all PIPs at 30 days is a rigid "one-size-fits-all" mandate that ignores the complexity of modern federal work. Learning a new, sophisticated technical system or technical policy cannot always be done in four weeks. Mandating that management must prove a performance deficiency over such a brief period signals that PIPs will no longer be genuine attempts at remedial training, but rather a perfunctory box to be checked before a removal. Progressive discipline is a standard of the professional workplace and must remain the expected practice to ensure removals are fair and based on a pattern of deficiency rather than a single technical error.
