I do not agree that OPM going to allow the Agency to not use progressive discipline. The employee should be able to have a chance of being rehabilitated from the error of their ways. No one is perfect, therefore requiring the Agency to use progressive discipline in conjunction with the Table of Penalties will ensure equal treatment of all employees.
OPM attempting to prohibit additional procedures in the collective bargaining agreements will create animosity among the federal workforce of the applicable agency. In agencies that EO 14251 implementation is in effect, supervisors are telling employees that they have no rights and treating them poorly with verbal abuse at times. Allowing these changes will give management officials carte blanche with no repercussions.
