As a social scientist who has had support from NSF and NIH for decades, and an elected member of the National Academy of Sciences, I am writing to strongly oppose the proposed regulations to override peer review with political considerations and decisions. This will undermine the excellent science conducted in the United States and put us at a competitive disadvantage to other countries. I have participated in peer review at NIH and NSF and have seen how it has improved proposals. Mary Waters, Harvard University
