Summary: Kerri McCannass, representing the University of California, opposes the proposed regulations, arguing they will stifle research funding, politicize science, and hinder academic freedom. The commenter expresses concern that the rules will lead to a loss of American scientific prestige and drive researchers to work abroad.
,The newly proposed federal stifling of a trillion dollars' funding for lifesaving research is unacceptable and truly un-American. This legislation would mark YOUR legacy as putting America LAST in the world. Its propositions amount to a shortsighted mockery of science. If you care at all about your own aging family members, your own children who have rare conditions, all of us like myself who are cancer survivors who have fought and survived because of groundbreaking scientific research, or your own neighbors who have benefited from the research that American colleges, universities, and research facilities engage in for the public good, then you cannot with any sense of decency support this unconstitutional politicization of science. There is no such thing as “Gold Standard Science” in international or national research; the White House would arbitrarily define research as aligned or misaligned with its current mood to decide whether institutions receive federal research funding. (§ 200.205). This is not valid reasoning. And, how is America supposed to keep its place as a respected scientific leader if all journal publication costs, including article processing charges, open access fees, and similar fees, are unallowable by default (§ 200.461) and researchers cannot use grant funds to attend conferences (§ 200.432) and professional memberships (Section 200.454) must be pre-approved by the agency? The unintended consequences of these ill-conceived proposals is that American science will lose its prestige and become regarded as less-than throughout the world. The real scientists like those at the University of California where I work, will leave here, many to go abroad and work where their studies are respected. There is no good that can come from hogtying research. Do not support this travesty. Kerri McCannassapuawkmccanna@gmail.com91 CoralwoodIrvine, California 92618
