My name is Steve Hoffman, President/CEO of Brightpoint. We are a Community Action Agency serving northeast Indiana. We administer a number of Federal programs and have a 60 year history of doing so. On behalf of our locally controlled, bipartisan board of directors, I wish to express serious concerns with the proposed changes to Federal Financial Assistance. The changes proposed will make delivering services and administering programs significantly harder for those of us on the ground, doing the work. We do not need more regulation, which these changes in actuality are. The changes will significantly add to our administrative burden. We get the need to handle problems where they may crop up across the country. Please do not damage the entire system in trying to deal with just a few problems.
