Communication Federal Credit Union appreciates the opportunity to comment on the proposed revisions to the Uniform Financial Institutions Rating System (UFIRS).
We support the proposal and believe the changes will promote greater consistency and transparency in the application of CAMELS ratings. In particular, we support the revisions outlined in Sections D and E of the proposal.
The proposed revisions to the Composite Rating Definitions provide clearer thresholds for ratings of 3, 4, and 5 and more closely align supervisory ratings with an institution's actual financial condition and material risk profile. We believe this approach will help create greater consistency among examination teams and agencies by establishing a clearer connection between supervisory ratings and measurable safety and soundness concerns. We also support the proposal's recognition that process weaknesses, standing alone, should not drive adverse composite ratings unless those weaknesses result in material financial risk, observable deterioration in financial condition, or significant noncompliance with laws and regulations. This distinction helps ensure supervisory ratings are focused on outcomes and risks that meaningfully affect the safety and soundness of an institution.
We also support the proposal's effort to clarify risk management expectations within the CAMELS framework. The current rating system includes broad references to management's ability to identify, measure, monitor, and control risk across multiple components. While risk management remains critically important, the proposed revisions provide more specific and measurable evaluation criteria within each component area. We believe this approach will improve transparency for financial institutions and examiners alike by creating a clearer understanding of the factors that drive rating decisions. Greater specificity within the rating framework should also contribute to more consistent examination outcomes and reduce uncertainty regarding supervisory expectations.
As a federally insured credit union, we support a supervisory framework that appropriately focuses on material financial risks and observable impacts to an institution's condition. We believe the proposed revisions will strengthen confidence in the consistency and effectiveness of the CAMELS rating system while continuing to support safe and sound operations throughout the financial services industry.
Communication Federal Credit Union believes these revisions represent a positive step toward a more transparent, consistent, and risk-focused supervisory framework. By more clearly linking ratings to an institution's financial condition and material risks, the proposal will strengthen confidence in the CAMELS rating system while preserving the agencies' ability to address meaningful safety and soundness concerns.
