Summary: The commenter opposes the NSF's proposed guidance, arguing that it aligns with a non-existent OMB regulation that threatens scientific integrity and academic freedom. They characterize the proposal as an overreach of the NSF's authority to control university speech.
The NSF seems to be complying in advance with OMB's proposed regulation regarding federal grants. This regulation is immensely damaging to scientific integrity and progress, and has widespread opposition. NSF should not be aligning its policies with a regulation that is not only destructive and counter to its mission, but doesn't even exist yet. NSF's proposed policies are an attempt to control universities' speech and academic freedom, and I strongly oppose this overreach of NSF's authority.
