Summary: The commenter opposes the National Science Foundation's proposal to update its Proposal and Award Policies and Procedures Guide. They argue that the changes align with efforts to politicize research funding, threaten scientific independence, and impose unnecessary regulatory control over higher education institutions.
I am opposed to the efforts of the National Science Foundation to update its Proposal and Award Policies and Procedures Guide to align with the OMBs efforts to weaponize and politicize scientific and research funding. I am very much opposed to the NSF's proposal to align grantmaking rules with OMB's effort to make grants subject and dictated by political appointees. Moves such as these including the NSF proposal to impose significant economic impact on grantees and implementing regulatory control over higher education institutions are wrong. This is all a direct threat to scientific independence, public health and evidence-based and peer review decision-making.
