PROPIN CONFIDENTIAL NRC-2026-2411 ADAMS ML 14031A057 Congressional Declaration of Policy I am Requesting the Approval for the amendments herein and for the Federal Register publication for Direct Final Determination, on my behalf and under the Administration Procedure Act as amended, to all my participation as potential party in the Pre-License Applications and the Request for Legal Assistance on my behalf by this written statement to the Department of Justice Attorneys General for necessary Legal Actions for Petitions to Intervene in the Proceedings on the HWL repository, the Commission, the presiding officer, or the Atomic Safety and Licensing Board and possibly an opportunity for a Hearing, as appropriate. The Congressional declaration of policy and the implementation of Atomic energy is capable of application for peaceful as well as military purposes. It is therefore declared to be the policy of the United States that the development, use, and control of atomic energy shall be directed so as to make the maximum contribution to the general welfare, subject at all times to the paramount objective of making the maximum contribution to the common defense and security; and the development, use, and control of atomic energy shall be directed so as to promote world peace, improve the general welfare, increase the standard of living, and strengthen free competition in private enterprise by the implementation and enactments of the Waste Policy Act, the Atomic Energy Act as amended, authorizing the Secretary of Energy to collect payments from the Uranium Enrichment Corporation and adding Title I Government Corporation Control Provisions in coordination with private entity or private sector agencies, enacting the Energy Policy Act of 1992 and the repeat of Section 306 of the Energy and Water Development Appropriation Act of 1988, the Exemption from the Deficit Control Act, enacting the Balanced Budget and Emergency Deficit Control Act of 1985 relating to the Tennessee Valley Authority fund and the United States Enrichment Corporation and its requirements of Restrictions on Nuclear Exports. Effective 07/16/2026 by my Oath of my affirmation by reference of incorporation by association and import, for my Approval, Authorization, and voluntary Consent, for allow for the Enforcement of the Presidential Determination No. 2026-16 dated June 26, 2026, Memorandum for the Administrator of the Environmental Protection Agency and the Secretary of the Air Force, for Air Force’s rehabilitation with Section 313 exemption of the Federal Water Pollution Act as amended, to allow for each and every effluent source associated and all requirements, administrative authority, and process sanctions respecting the control and abatement of water pollution, with the Exemption Granted, the Secretary of the Air Force is authorized and directed to publish this determination in the Federal Register, Concerning the Department of the Air Force’s Rehabilitation and Revitalization of the Joint Base Andrew’s Golf Course. Therefore, the Executive Order 14003 dated February 7, 2025 shall be revocation to allow for the Merit Systems Protection Board’s amendment for exclusion from Federal Labor Management Programs. This is my Final Determination for Rule Making Policy under the Administrative Procedure Act as amended, for the training and practice, to allow for the requirements related to the management of Federal Financial Assistance including grants and cooperative agreements with President Trump on behalf of the Federal Government of the United States.
