My public comments, and associated Appendices A to F referenced therein, are attached. In addition, I attempted to email these public comments and appendices earlier today. The email bounced back as undeliverable. I wonder why, exactly? And I wonder if others who attempted to similarly comment via email were likewise blocked? Again, why? [Here, by the way, is the cover note I included in my email submission rejected by NRC's system: {To Whom It May Concern at NRC, My comments have been cut and pasted into the body of this email below. However, this has resulted in some of the formatting being lost, such as embedded hot links, paragraph spacing, etc. Therefore, I have attached copies of my comments to this email as well, including in Pages word processing format (embedded hot links retained), and PDF format. In both the Pages word processing format and PDF format versions attached, formatting should be retained. I also request that this public comment period on environmental scoping not be ended today. It should be extended from 30 days to six months long -- it should not end until December 15, 2026 at the earliest. Thank you. Sincerely, Kevin John Kamps} Per the instructions in the Federal Register Notice, I emailed my comments to <PioneerEnvironmental@nrc.gov>. My email was submitted at 2:41pm ET. I received the NRC bounce back message at 2:41pm ET as well. Given the NRC's apparent inability to process and accept email submissions, I request NRC fix its email system, and that this public comment period be extended. Given the gravity of Holtec's scheme -- another century of expanded nuclear power operations at Palisades -- a six month public comment period is appropriate here. The public comment period should be extended by five more months. It also should be a PEIS, given Holtec's intent to use the Palisades prototype to deploy SMR-340s at all of the sites it owns and controls (Palisades MI; Big Rock Point MI; Oyster Creek NJ; Pilgrim MA; and Indian Point NY), and even elsewhere beyond that. Holtec has announced an SMR-340 central HQ to be developed in Utah, from which its SMR-340s would be deployed at numerous sites yet to be named across the U.S., and around the world. Clearly, a PEIS is appropriate, not an ad hoc, site-by-site EIS process, as NRC is currently carrying out at/with Palisades MI.
