Summary: The commenter supports the proposed action of conducting a scoping process and preparing an Environmental Impact Statement (EIS) for the Palisades SMR project. They argue that the scope of the EIS must specifically include a full evaluation of the environmental impacts of indefinite spent fuel storage, as they claim the current Generic Environmental Impact Statement (GEIS) relies on invalid assumptions regarding canister integrity and aging management.
The scope of the EIS relating to construction of an SMR needs to include a full evaluation of the environmental impacts of indefinite storage of spent fuel generated by the SMRs to be built and operated at the site. The form and volume of SMR waste will be substantially different from spent fuel from PWR and BWR plants. Also, the GEIS relies on assumptions that are not valid and does not adequately address the environmental impacts of indefinite continued storage. (details in attachment) There is currently no valid alternative to indefinite continued storage on site.
