Comment: Section 12.5.1 should be revised to clarify the scope of licensee ammunition verification activities. Ammunition manufacturers already maintain established quality control and quality assurance programs to verify compliance with their specifications. Licensees generally do not possess the specialized testing capabilities necessary to independently determine whether ammunition meets manufacturer specifications.
Basis: The current wording may create an expectation that licensees perform technical acceptance testing or certification functions that are properly the responsibility of the manufacturer. Licensees can reasonably verify ammunition suitability through procurement from reputable manufacturers, inspection for visible defects, functional testing, reliability testing, lot acceptance firing, and monitoring of weapon performance. However, determining whether ammunition meets manufacturer specifications should remain the responsibility of the ammunition manufacturer.
Suggested Revision: "Licensees should conduct appropriate inspections and functional evaluations of blank or live ammunition to identify defective or unsuitable ammunition that may adversely affect training, qualification, or weapon performance."
