Summary: The Insurance Institute for Highway Safety supports the proposal to add rear automatic braking (RAB) systems with pedestrian avoidance capabilities to the New Car Assessment Program. However, they urge NHTSA to use a graduated rating scale rather than a pass-fail indicator to better reflect and communicate differences in system performance to consumers.
The Insurance Institute for Highway Safety is encouraged by the proposal from the National Highway Traffic Safety Administration (NHTSA) to add rear automatic braking systems with pedestrian avoidance capabilities to its New Car Assessment Program. We welcome the addition of this evaluation but urge NHTSA to adopt a rating scale that reflects gradations of performance instead of assigning only a pass-fail indicator.
