HUD has access to income data that is more accurate. The 5-Year American Community Survey data is garbage when looking at actual rent and utility costs. HUD should use IRS data on incomes and their calculation to look at the 40% mark in determining rents. It is an income based program and should follow income. Rents are not receding and HUD's current method claims rents went down in many markets. This capped budgets and force housing authorities to close lists and not offer services. Use an income formula not years old rental data.
