I recommend under no circumstance a permit be issued for take of Sand Skink. Florida is a failed state and because of over development has exposed people to hazards mostly flooding and fire. There is no need for this development and in fact Flkorida needs to rewild vast areas as sea level rises and hurricanes are more frequet and intense, endangering more people who live in flood areas.
