Thank you for addressing the Explore Act. I believe that recreational rock climbing "should" be considered as a mode of access to Wildlife
Observation as opposed to "could" be considered as a mode of access. I feel that the Explore Act implies that recreation rock climbing is a legitimate use on lands managed by the U.S. Fish and Wildlife Service. In addition, rock climbing should therefore by default be defined as an appropriate use. Lastly, I feel that the placement of fixed hardware should not require a special use permit but be managed by policy guidelines.
