I think that this policy change would greatly hinder transit agencies' ability to provide paratransit service in a cost effective way. Providing demand response service through private companies/contractors allows agencies to quickly adapt to the needs of its riders. Changes could be recommended for contracting language that agencies produce for these types of services to provide a safe trip for its riders, but private companies, like existing ridesharing companies, would likely stop partnering with transit agencies if this policy goes into effect because it not be cost effective for them.
