I strongly support the proposed correction by the FTA to clarify when drug and alcohol testing applies to TNC's. Even in the best of organizations, investigators have traced the presence of, and connected accidents (including death) to the use of controlled substances in blood streams of operators of airlines, sea vessels, trains, and commercial vehicles. For the benefit of the general public it is essential to safeguard against such risks by holding fast to common regulations in support of safety requirements. Allowing a loophole or exclusion puts the public at unnecessary risk.
